Incredible Hercules took Incredible Hulk volume 2's numbers, and then Incredible Hulk Volume one came back for double using Incredible Hulk Volume Twos numbers again! You do that in an election and fraud-merchants like Karl Rove get to select who the President is.
Maybe they should add up all the different volumes and number it there. (As long as nothing passes Action Comics in the numbering, since the first Superhero comic should be the first one to 1,000). (And I remember when it became Action Weekly to give it an extra boost.)

Although? What about your beleoved Legion? They got into the high 300's in the early 80s, and there's been at least 10 reboots/minis/concurrently running series since then.
